It turns out that by pushing the slack in the tachometer cable from the engine side, it allows enough room for the gauge panel to move forward enough to access a bolt in the center of the plastic panel ( goes from side to side and the start switch is mounted to). this allowed enough room to access the glow controller etc.. With the lights and horn going all at once, the tractor is more than likely in limp mode and needs the computer hooked up to the ECM to find out what's wrong.
