The accepted formula is that the qq bang balances it's positive values with some negative ones, and the farthest positive values found between positive and negative is +6. So if a qq bang has more than 6 positives anywhere, it will start popping negatives elsewhere. For example, +15 -9. #1.
If you see a Perfect QQ-bang with +5 to everything, then the person who has it is a modder. QQ bangs at best will give you -5 to three stats, and +5 to three stats.
