The fragments of power are on one star bosses in the camps that have them scattered throughout the map. And, also the 3 star bosses in the larger cities. The southern new area has number of grey ones bosses that give them and have numerous camps with 1 star bosses that give them. There are also some static locations where you can find them ... I read posts from 2021 saying to just clear the Unamed city, but the random chest that hold the fragments don't always spawn. In the wiki there is a video with all the spot but after doing all of them, I only got 1 fragment of power because the chest wasn't there, it took me about 45 minutes (including avoiding some of the boss).
