If you are shooting at 100 yards or less (NRL22), try 12-14 X on the scope. Find a comfortable zoom setting compromise for locating targets in your field of view and being able to see the target clearly. Most PRS shooters I know use about 15-18 power for targets out to 300 yards.
When I shot silhouettes with the rimfire pistol, you have 2 minutes to shoot 5 targets. That's a lot of time. Then you write down your scores and 2 more minutes 5 more targets for a bank of 10. The scope can be anything you can hold still at 100 yards. I own a March 50X 30mm with 3/32nd dot, it's mounted on one of my RFBR competition rifles. Great scope, with excellent tracking. Two other RFBR competition shooters at my club, also use the March 50X scope. The Kelbly rings you referenced above are what I use and they are nice.

One different setting for each target. 25inchpds, 17inchpds, and 21inchpds. Third target brought a smile to my face. The Optics Planet website has two reviews showing on the 457 WL Replacement Barrel area. They show a 3 of 5 rating for the barrel.
